voilà - Fixed Myself

Changed picture.tpl; now working fine in ALL browsers and my devices!

The problem was with DIV focus
Mozilla allowed focus on imageToolBar bur NOT Chrome or Safari

I tries z-axis CSS but ultimately rearranged!

Initially got misled by the -9999 thing that was mentioned

I changed all –ve to text-indent:100%;white-space:nowrap;overflow:hidden;
Did not help

After much debugging realized that DIV imageToolBar was rendered inaccessible in Chrome

- changed both passwords Admin & CPanel
as issue resolved and may be closed.
