0001622: [pwg.categories.getList] ability to return a hierarchy

Description

Currently pwg.categories.getList returns a flat list of categories. It means that remote clients such as pLoader/MacToPiwigo/Digikam have to manage the hierarchy building. Piwigo should do it.
