0002316: remote URL in local CSS files should not be modified

Description

If I write:

#theHeader h1 {background:url(http://.../banner.jpg)} [^]

in my local/css/dark-rules.css, it is transformed in the local/combined/12345.css into:

#theHeader h1 {background: url(/piwigo/dev/branches/2.2/local/css/http://.../banner.jpg)} [^]

Which of course is a bad URL.
