Summary0002365: write Piwigo version in the database
DescriptionCurrently (Piwigo 2.2), the version is only available in files (include/constants) and when Piwigo performs an upgrade, it has to "discover" the current version of the database (with condition such as "do we have the column images.added_by ? yes ? ok we are on Piwigo 2.2".

It would be much simpler to store the database version in the database.

[Subversion] r11511 by plg on trunk

feature 2365 added: Piwigo version is written in the database (as
"piwigo_db_version" in the config table). We only store the branch,
not the release : 2.3 and not 2.3.1, because database structure is
not changing between minor releases.
