Summary0002426: admins shouldn't be able to perform any action on plugins
DescriptionOfficialy admins can activate and deactivate plugins, what can do a mess in a gallery yet. But formerly they can also install plugins (regression from 2.2).

What is proposed is to deny from users any actions on plugins, as this is not heir job, it's the job of the webmaster to configure the gallery.
