Summary 0000932: Feature Request: User configured Timezone
Description The times displayed on the comments are in UTC. It would be nice if users could configure a time zone that would then be taken into account when showing the comment times for that user.

It may make sense to apply this same adjustment to all times throughout the system.
Steps To Reproduce None. This is just a feature request.
Additional Information An Administrator should be able to set a timezone for the default 'guest' case, as well as new users, that would behave the same.
