The 3.1.0 install process was bugged and didn't created the plugin tables.
When you have updated the plugin to the 3.1.1, it was necessary to uninstall completely the 3.1.0 before, otherwise the database tables could not be created.
Try to uninstall the 3.1.1 release, and reinstall it.
I just reactivated it.

I have the latest of all that you listed out. And the message was when I installed the Advance Menu Manager, not the plugin manager, sorry for the misunderstanding.

If there is an error message with the plugin manager, it's not a good thing trying to install it wih FTP.
What is the version of piwigo you use ?

That didn't work, either. I did notice some sort of message when I activated the manager, but it went by too quickly for me to see what it said.
