[evolution] Management of the translations

It seems to me that as for the plugins we should make a page of administration of translations.

That would make it possible to the users to be able to activate/deactivate these languages on their site.

For team to choose the translation delivered activated.

Especially to set up the connection with PEM for the addition of language without using the FTP

No, I am speaking about an automatic installation system and activation system like Plugins menu in admin but for Languages.

Before including it in a roadmap we have to propose a plugin for it

Of course, a plugin manager adapted for translations would be useful! (even if the more we have languages included by default, the best it is)

OK to add information at the beginning of common.lang.php.
