admin_advices comments:

1 - I do NOT want to maintain it anymore based on it current coding form.

2 - I am expecting to publish another plugin.

3 - Less than other reasons, the "advice" term is uncountable in English that means no "s".
=> this plugin need to be renamed.

Migration process should remove these previous plugins during the process, and avoid delivering a poor message about missing plugin as we did in prior releases, don't you think so?

Yes, you're right, these plugins will be deleted from database during upgrade.
