HTTP error uploading photos using web form

Hello/Hi/Greetings,

In the admin page I've used the web form before in Windows 10 to upload photos to a new album but now the upload status reaches 100% and the yellow triangle shows HTTP error and the upload stalls. My images are small and I've tried with just a few photos at a time. I'm not familiar with FTP or other methods and haven't found any other applicable posts on the forum that might help me. Any assistance would be appreciated.

When I go to add 1 photo to my new album and start the upload, it fails, and then I right click to inspect. At the bottom of the page where it reads Console, this is the message that it gives me:

I had a similar problem uploading images and was getting the 403 error.  The problem was with Apache's mod security.  After trouble shooting the host whitelisted some mod security rules and then I could upload. Unfortunately I'm not sure what rules were whitelisted.
