I downloaded the piwigfo-netinstall.php file, uploaded it to my webserver and accessed it. After saying that it had successfully downloaded the ZIP file and unpacked it, it gave me the following error:
Forbidden
You don't have permission to access /piwigo/install.php on this server.
Server unable to read htaccess file, denying access to be safe
What is likely to be the cause of this? What do I have to do so that I can run the installer? Deatils of my server are:
Apache Version 2.4.33
PHP Version 5.6.35
MySQL Version 5.6.39
Architecture x86_64
Operating System linux

More info. There is no .htaccess file in the piwigo directory, there is one in the parent directory (i.e. the root directory of my site) which contains:

if the netinstall fails it's sign that this issue will certainly come back with a manual installation
htaccess from your hosting is basic, it just set options which should be set elsewhere especially on shared web hosting.
check the chmod and unix user of the piwigo/install.php file first
