With a fresh (manual) install of Piwigo on Linux with Apache2, adding photos via the web interface does not work. Photos added are stuck with a status of 0% (see attached).

No errors are displayed at the time of the add. I saw no errors during the install. No errors show up in /var/log/apache2/*.log. All plugins have been disabled.

Piwigo version: 2.9.5
PHP version: 7.2
MySQL version: 15.1
Piwigo URL: Is this really necessary? I'd rather not publish my Piwigo URL until I'm sure everything is working.

This "feels" like a permissions problem, but everything in my Piwigo installation directory tree is owned by www-data (the Apache UID) and is writable by that ID.
