I think what can be done to improve the users management panel.

One advice offered by Piwigo (visible on the Administration page) is to increase the value of $conf['users_page'] if the server has a correct response time. But in this case, we can have a fairly consistent list of users that appears, and forcing you to scroll the page long enough to reach the page selector (located at the very end!).

In my personal experience, I'm displaying 50 users per pages and it becomes quite cumbersome to scroll to the end in order to select the last page (for example).

Why not display the page selector in the top of the users list too ?

I think this feature will be easy to do (even for me) it's why I intend to fill it in the bugtracker and assign it to me. What do you think?
