Yes the file is up to date compared to the SVN repository: http://piwigo.org/svn/extensions/UserAd … n.lang.php
But it lacks lines compared to the english file reference. For example, the line "UAM_Default_RejectConnexion_Txt" exists in the EN reference file but not in the DE file. So, there can not be 100% translation done on the DE file but the translation tool says that no translations is pending.

if you are registered you can go to a translation page and click on "Send a notification"
if not you must see with ddtddt, he manages the translation team

unfortunately not and I don't think it would be implemented
BUT you can download the archive of Piwigo (or better the lattest version with Subversion if you know it) and do a deep search with Notepad++ (Ctrl+Shift+F to open the prompt)
