Is there a plugin that have the same function as the admin's batch manager?

go to Administration -> Photos -> Batch Manager

Sorry for the lack of information on my question.

I have a community plugin install.
I do want my users to have a batch manager for
better modification of their photos.

No : you can set them as admin but they will be able to modify all pictrues
Piwigo is not made for such participative project, but the Community plugin may evolved in the future
