I noticed that in the video showing the new features of 2.4 that there was an Image Quality setting for the Generate Multiple Size Images function. However, on my installation this doesn't exist. I assume that it's probably utilizing the original image's quality setting and that's why I'm getting these huge files.
Was this feature disabled or is it related to my installation?

Look in
'Admin/Configuration/Options'
Select the 'Photo sizes' tab
Click the option on right 'Show Details'
Image quality is at the bottom of the list of photo sizes.
Default seems to be set at 95 (well it was in my installation).

I noted that when I changed the Image Quality setting that all of my thumbnails disappeared and I had to reprocess all of my albums. Why? Can't I have differing settings for different albums?

No, you can't. The photo sizes settings are gallery wide.
