My Piwigo stopped allowing me to make albums.  It will not allow me to choose a parent album or delete old albums.  When i try to delete an old album I get this message:

I have absolutely no idea what any of this mean except YOUR PIWIGO IS BROKEN! .
*** If I just reinstall Piwigo will it cure this problem without destroying all my image links? ***
