Forum permissions hardened

Hello everybody,

Today we are receiving many spams for movies on the forum. To make the moderation simpler, I have modified the permissions : guest can no longer post content. You need to register first.

Maybe make it where if 2 or 3 bonafide[actual, having a history] users 'report' the post with the text 'spam', it would automatically hide the post, and if the user is new, deactivate further posting, or if has 2 posts reported within 2 days to hide the post and deactivate posting until further review can be accomplished. 

Just an idea to automate some of this.  Seems it always needs human interaction to hide these posts.  With my rules above, there could be some abuse, but I think it would be very limited and easily reversible.
