New step for the upcoming version 13, a second release candidate!

This 13.0.0RC2 focuses on making it compatible with PHP 8.1, fixing bugs reported by the beta-testers and merging a few pull-requests (code contribution) into Piwigo core. Read the full list of issues fixed.
