Initial SVN folder creation for new LCAS (Login Case and Accents Sensitivity) plugin. Owners are LucMorizur, Whiler and Eric.

Initial branch is called 2.1 where "2.1" means compatible with Piwigo 2.1.
Tags will show released versions. First release should have version number 2.1.0.
