I am not sure it is efficient at the end.
But:
1 - File size are reduced.
2 - Useful for advanced CSS user.
3 - Merge of several CSS file is going easy.
More we merge files, more CSS can be optimized.
I have to check what is happening to CSS hacks.

It could make things faster for 56k users on a whole, but what I can tell you is that it saved 8kb overall on the main css files regarding yoga.
This is the program I used http://www.blumentals.net/csstool/ which saved doing it all manually. It made a css file that was around 200 lines into around fifty lines if my memory serves me correctly. It was around that regarding the numbers involved.
Further tests later, I rolled out this tool because it doesn't take care enough of orders.
The Admin category management page was completly broken. => Fallback
Nevertheless the merge logic will be partly applied.

Something I just found was a little code snippet called .......pwg_debug.....In several of the php files.
So far I've found four of them. I've commented them out and now I'm seeing a drastic improvement in response.
