1 - Not exactly, for performance reasons. Outsite of the synchro it could be done. But no plugin are available currently. Our advice is: prepare your pictures before sending them on the web.

2 - Plugin task, I have a draft of one somewhere, not finished.

I use googles picasa.  Also PWG can use up to three folder per category.  So what I do is maintain the main large images in picasa, then export them to the smaller reduced sizes.

PWG will look for the images in these folders.  pwg_high would be your high orginal photos.
