[Feature] No more internal links to empty pages.

Related to [Bugtracker] ticket 863

On new Piwigo websites, for new visitors and webmaster beginners what means a link to an empty page?

1 - Unuseful link => A link to remove => See how many topics to remove some links in menubar.
2 - Poor concept.
3 - More... (Piwigo couldn't be the best ...).

If links in menubar appear only when they are relevant, they could be understood.

We don't want to run any query before just to know if related page is empty or not.

Is there another way to do it?
Hypothesys: On gallery creation set all empty_indicators to false.
Example:
- rating function could switch its related empty_indicator. When? Which conditions?

Based on confidential level only.
Rating a public page will turn the rating_public_empty_indicator to true.
Rating a family page will turn its rating_indicator to true.
and so on.

My Favorites is different will be a plugin.
Most visited, Random, Tags, Notification, Search / QuickSearch and Calendar will just be based on available picture counter > 0.
Recent pictures can be easly implemented by a different way.
Comments could follow exactly the same logic than Rating.

I don't have a clear view about "Recent categories"...
Additional Specials, like "Has high" or "Most commented" could also have a simple avoiding method.
