Once an album exists within an album set It's impossible to take the album out and drag it to the root level.

I believe it is possible, you just need to drag the album to a certain spot between or above an album set name. If you release the mouse button when the highlighted item turns into a thin line, the album is re-parented at the top level of your publish service.

Oh, I didn't see your screenshot earlier.
This error means you have a circular reference among your albums. I notified the Piwigo team of this issue, we are trying to determine what's causing this.

As far as I know, you will continue getting this error until the circular reference is removed. Unfortunately, I don't know how to do that, you may need assistance from Piwigo developers.

OK, I am going to ask the Piwigo team to look into this because the error you are seeing is coming from your Piwigo installation, and my plug-in simply displays it.
