I have tested the new watermark feature added in [Subversion] r12851 and I confirm it works fine with GD (if I purge the derivatives cache before) but it doesn't work with ImageMagick.
In my opinion, Piwigo core should make this feature possible, but it should be distributed as a plugin.
People will certainly want to import their own watermark and it will make the configuration screen more complicated.

I don't have Imagick extension - so not implemented
The problem with plugins is that i.php has no db connection !
Yes. You will need an upload button (the config screen should also load local/watermarks directory )
