Firstly, I must say that this software package is outstanding. With a few minor excemptions it does everything is just a matter a finding your way around.
In view to improve things, make the program users friendly, so that even ignorant people like myself can use it.
I suggest the following:
Under the title "PHOTO" you find the options: Add, Rating, Tags, Recent Photos, Batch Manager.
Does that make sense to you because it does not make any sense to me. I already mentioned that I am ignorant of modern developments and trends.
Firstly, there appears to be no difference between "Recent Photos" and "Batch Manager". Both options produce the same window and sub Options. (That's what I see).
Rating: What does that mean? When I was very young (only 10), I observed a school "friend", watching himself in a mirror, telling himself "o God you are beautiful". Who in his right mind will rate his own pictures? Rating is done by others. If the "photographer" is of the opinion that a picture is not up to standard, he/she deletes the picture.
After a picture has been added the next step to EDIT that picture and save.
Under "Batch Manager" there are two options: "Global Mode" (whatever that means) and "Single Mode".
SINGLE MODE = EDIT
My suggestion is: Change the name "Single Mode" to "Edit" and place it under "Add".
PHOTOS (Add, Edit, Tag, ....)
First you add a picture, than you Edit that picture before you Tag, Rate or whatever.

This is a vote / rate system open to other users. Someone would use piwigo as a photo constest for example or would like to get feedback ...

Recent photos is shortcut to the batch manager with the filter automatically set to recently posted photos ... It is very common once your gallery is up and running that you would modify only your latest additions
Global mode - you apply "an action" to the selected pictures
Unit mode - - you apply "an action" picture by picture (for example title/description)

The word "Rating" is in the wrong place. Shouldn't be in the "Administrators" options. Unless of course the rule "One size fits all" applies.
Globe = Sphere. Global means International. Global Mode = International Mode. Wrong word.
Unit Mode (I think you mean Single Mode) is used for the "editing" of a picture(s).
Unit is a quantity or amount used as a standard. Unit Mode is the wrong word. Why not calling it "Editing"
Under "Photo" you need: "Add" (To add a photo), Edit (To edit the photo (size, title, name of the photographer, Comments about the photo, etc.), Sort. ( place the photo in its right place, in relation to other photos in the Album) and Delete (To delete a photo).
Sorting picture manually in a chosen order is a must but appears to be missing.
Under "Album" you need the same as Above: Add, EDIT (here, name changes, Comments, etc), Sort Out (Structural changes), Delete, etc.
All these are include in the software and there is nothing wrong with the software. Some "words" used and the places you find the "options" make it a bit difficult.

The Rating page is on the admin screen because it's the only place where it's needed to show ALL the ratings

I don't understand what you except of a "Edit" button here... edit what ? there are possibly thousands of photos, the only logical way to access a photo is navigate into albums (on public or admin side, whatever) and then edit one photo.
Same thing fort "Sort", photos are sorted into albums, but sort all photos is a non-sense
For Albums, all you need is on the Manage page (add, edit, sort albums, sort photos, delete)
I know that icons are not meanfull that's why they will be replaced by texts in Piwigo 2.4

I am not sure I follow the logic behind your answer.
If the Admin must decided to make the option of rating a picture available or not, to visitors, that option (question/Answer) should be part of Edit.
Edit (in PHOTOSHOP) means to edit the photo (make it brighter, sharper, etc). Edit here means "Organise how others will see the picture and what they are going to read and see. That includes the size of the picture, Resolution, Title, Name of the author, Comments, the option FOR OTHERS to rate the picture, Tags, etc.
In fact, Editing options are available NOW, but exist under various options and are very difficult to find. It makes sense to bring ALL these options under one roof. It will make life much easier.
You may not know, but there is a rule in life: "Keep it Simple Stupid". If the rule is followed, what ever you do and whatever you create, that included writing books, building houses, etc is "User-friendly.

Photos as ADDED INTO ALBUMS. Not Sorted. REMEMBER YOU CAN NOT SORT THE PHOTOS ANYWAY YOU WANT, ONCE THESE ARE IN AN ALBUM. As you can see from the number of inquiries/complains/suggestions, that it is a very common problem and I am not the first or the last to mention is. THERE MUST BE AN OPTION TO SORT PICTURES ADDED IN AN ALBUM MANUALLY.
You can do everything in this program (that's why it is a great program) except sort the photos inside an Album manually. (You can even sort the Albums manually, but not the photos).
Another thing I noticed is the "Cart". I am not sure how many people sell pictures, (My WebSite is NON PROFIT) but the "Cart" icon could be linked to the "General settings"???. If a person sells or accepts money for something (services), ONLY than the "Cart" should appear. As is, it is confusing, visitors may there are hidden costs. (MY visitors are 55 - 80 years old, Cart signs ring alarm bells).

the Rating page is not where you choose to activate rating or not in an album (as you say it's on the Edit page) it's were all ratings are displayed, not more, not less.
I don't understand how you want all Edit options were on one "roof", how to you do when you have 600 albums and 65,000 photos ?
concerning the manual sorting into albums, the feature exists since the begining of Piwigo : from the page were you can sort albums, click on the edit button then on the "manage photos order" button (third from left) and select "manual order" (the place of this page has moved on Piwigo 2.4)
the cart is absolutely not related to selling, if you have read a little the help or either click on the button you would know
and this cart icon is not displayed to visitors
and please don't write in caps...

A list of all photos in an album presents itself.
Manual sorting of Albums exist.

All there is is:
Information, Move (Album), Options, Link all Album Photos to a New Album, Link all photos to some existing albums.
All options Under "Album" are related to Albums and not to photos.
That is what I see.
The only way you come close to manage photos is:
Photos --> Batch Manager ---> Single Mode.
here you can set a name starting with a letter, that at the end will sort the photos in Alphabetic order.
The other option available is: Add the photo you would like to be last first, than the second last, third last, etc and add the photo you would like to have first, last.

Can you find the icon under the Album name? one of the icon is Manage Photo Rank (when you mouse over the icon, the popup tool tip will show it's name)
