All strtolower functions do no work korrect with russian kyrillic UTF8 (noticed in functions.inc.php line ~800). Had to mb_strtolower myself.
Offtop: why do i need to register twice on piwigo.org and ru.piwigo.org forums?

Obviously this file has been modified in repository already, cant find even this function. It was in 2.3 version in function get_thumbnail_title($info). Sorry if that was already fixed.

Probably it was a bit later revision - i downloaded a stable version 2-3 days ago and my file is a bit larger, but the thing i am saying is in line 572 of the file you gave a link
