Would it be possible to parameterize the Number of Thumbnails in a Row for the Stripped Theme?
(in the same way as the Album List Layout is configured)

I think no; it's very hard to handle a number of element per row : because it depends of the size of the elements and the size of container. the elements are thumbnails and since 2.4 their size can vary ; the containers size can be fixed, but no too large

I just thought it would be the same as the way the Album List Layout is configured (1,2,3 or 5 Album Thumbnails per Row)...

To do exactly the same thing than for albums would technically be possible but what is the point of having 1, 2 or 3 thumbnails per row?
To extend the width of the theme to have more than 5 thumbnails can be done with css... but this is very tricky, and won't display correctly on small screens.

Ideally I would like to have 4 Thumbnails per row! (Others may want any number from 1 to 5).
With my screen resolution and size, this means I can have slightly larger thumbnails
and I like to "tell a story" with my thumbnails that sometimes depends on the number in the row.
I upload my photos to suit the story!
So, would the number of thumbnails per row be possible as a configuration parameter?

Sorry but it's not possible, it's too complicated to do with all the possible configuration choices.
It has to be a personnal customization.
If you don't use frames around thumbnails (which are images... not very clever but it's the only way to make it work with IE8 and older) it is quite easy to do only with CSS, though.
