Today I tried to use the new Group Actions screen in version 2.5

I think there is an inconsistency between most of them i.e. Rename/Delete/Merge/Duplicate and the next two i.e. "Manage the members" and "Manage Permissions".

If you choose one of these two actions it displays another line with the Group Name e.g. "MC" and the Action to be taken underlined e.g. "Manage Permissions".
Below it is another line with a button "Apply Action" but this does nothing.  You have to click the underlined action to do anything.

I think we should always have to click the button, not the underlined text.
