I'm looking for a configuration where a user has rights to do mass image work, but no access to users, plugins and other configuration type stuff in the admin page. Might it be possible to limit the Administrator role for this purpose somehow? Provided that Webmaster role would work for actual admin stuff.

I tried the Admin Tools plugin, which is fine for single image work.
