I was just alerted that the image gallery is getting an error message and I don't know what it means. Any help would be appreciated.

Download Piwigo 2.6.1 and use it to restore (overwrite) all your core files. You'll need to run the setup again.
By the way, you should really try to keep your PHP and Piwigo up to date. It's several versions old.

Yes, I know I got behind on the updates. The challenge is this was an add on through the hosting service Hostmonster through MoJo Marketplace. I tried updating a month or so ago and it caused an error and lost the photos so I reinstalled the backup to get it to work again and was afraid to try again. I don't know if I can figure out how to reinstall 2.6.1 through the hosting services since it's already installed. Is there another way?

I'm not finding anywhere on the Piwigo site where I can download version 2.6.1. Did you intend to provide a link? Or did you mean I should download the most current version?

I also need to move this gallery from one hosting service (Hostmonster) to another (Siteground). I see on the Siteground Softaculous page for Piwigo that there is a feature to import the gallery from external server. Is there a way that I can just install a new version on the new hosting service and upload the photos or do I need to get the error fixed on the old version first?

teh error "Call to undefined function set_magic_quotes_runtime()" means that you are running PHP 7 and not Php 5.4
and since many security issues have been solved since Piwigo 2.6.1, we can only advise you to update asap
to migrate check moce files and import database, and check database credentials in /piwigo/local/config/database.inc.php
