Documentation on Piwigo themes outdated?

Hello Piwigo users.

I would like to get started with customising Piwigo.  I started by reading the documentation which is available here:

This documentation states that to make CSS changes you go here:

Administration » Plugins » LocalFiles Editor]]1) » Tab ”CSS”

And then you select local-rules.css or you select an installed theme.  When I select local-rules.css or any installed theme I only see the following:

/* The file does not exist until some information is entered
below. Once information is entered and saved, the file will be created. */

Also, I checked the raw directory structure on my server and I cannot find any file called local-rules.css.

Is the documentation outdated? Is there any newer documentation or can users recommend any tutorial websites for customising Piwigo?
