There’s a plug-in that may help, but it’s not validated for v11 yet: UserAdvManager

If you set up permissions on your albums to only be accessible to certain groups, new users will only have the same access as “guest”, until you put them in a group. I’m not saying this solution works for you, just pointing it out.
