Sadly, the solution to this was to remove the build of ImageMagick 7 and Imagick and revert back to the 6.9.11 version.

If I could post a screen shot I would.  I am still trying to solve the issue of image loading on my site.

When I look at the debug section after loading the page, everything loads properly except i.php which makes no sense. Permissions are no different than on any other file.

This is what is trying to load but fails:
