If you were me, I would ask my provider how I can run out of SAFE MODE Restriction in effect.

you should have to change the rights of your folders.
If you have a ftp access, try chmod 777 on your thumbnail folders (in FileZilla, right-click, permissions, check all)

Yes, I have ftp access and rights for all folders and files in "galleries" have 777.

I make seven categories, but I can upload pictures only in one from them.. Why that, when permissions of all folders and categories are same.

If all your first-level folders are in 777-mode and you can upload only to one, there must be an issue with the permissions and/or the filesystem.
Ask for your hosting support, and provide them the full steps to reproduce.

Yes i know for user upload rights. Users can see only categories with pictures in them. For that you see only 2 categories.

I make categories on English language.

Can you clarify your problem

a) Putting images via FTP
b) Putting images via pLoader
c) What the user to the gallery put images
