Assuming your Piwigo version is >= 2.0
Login as admin, go to the Administration panel, click on "Specials", then "Plugins".
If the plugin you're looking for is not in the list, go to the "Other plugins" tab (the rightest one), find the plugin in the list and click on "Automatic installation".
Then go back to your "Plugin list" (leftest tab) to activate the plugin, and you're done.

How about if the plugin is not in the list of the Plugin section?
Is there any other way to install it?

If you have access to your ftp, you can download any extension from here (piwigo.org/ext), upload it and then install/enable it : even if a message told you the plugin is not compatible officially with your version, you can enable it

Inside the The Piwigo Directory?
Inside a sub-folder of the Piwigo directory?

I assume they would go into the "plugins" subdirectory inside the Piwigo folder on your server. That's where all the plugins are that I have installed through the admin interface. But I've just started playing with Piwigo two days ago, so I'm certainly no expert. ;)
