Hi .. is there a tutorial for newbies? When I google Lock, this threat showed up - [Forum, post 122211 by flop25 in topic 2814] [BSF_200411260016] Lock Option. I wanted to know what this Lock (uder Options) function does.

The gallery will become unavailable for anyone who is not connected as administrator (also web-master I think)

when you're logged as admin/webmaster, you'll be able to browse your gallery and you'll see this message "The gallery is locked for maintenance. Please, come back later." everywhere
If you're not admin/webmaster this message is the only thing you'll see.

something like the wiki titled "Docs" on the top every page of piwigo.org ?

It's not as full as the french documentation but it's a very good start !

The problem is that the user documentation is currently outdated and nearly not maintained. I have planned to work on the developer documentation this year (plugin and theme creation), but not really on the user documentation. As flop25 said, any help would be very appreciated.

I've also seen that many info are out dated. I have also asked j.commelin for a help, because I've seen his plugin skeleton

Yes, this is a bit off-topic, but we have had private discussion with J.Commelin about tutorial on plugin creation. I have to make a review of his tutorial, I'll make it on the forum.
