When someone visits the localfiles editor for the first time they see this content:

/* File does not exist and will be created by LocalFiles Editor */

For the inexperienced user this can be confusing as it is a little ambiguous if not read carefully -  there are a number of posts on the forum where people have raised the issue, saying there is no local config file.

Perhaps if the message had a little more  information it would not be so confusing. Something like this:

 The file 'config.inc.php' does not exist until some information is entered 
below. 
Once information is entered and saved, the new information will add to or 
override the configuration settings in the system file "config_default.inc.php" 
(which should not be manually changed).
