The features page says
Piwigo in your Language
Piwigo is available in 54 languages. In a single gallery, you can describe photos in several languages. Translators are also collaborating with plugin creators.
Where can I find information on creating multilingual galleries (NOT merely galleries in "my language")?

Is there anything that supports watermarks by language? i.e. different watermarks for different languages?

too complicated to manage the cache + very limited usage IMHO
