Add an Orange Line at head of Upload FROM Folders
Add a Green Line at head of Upload TO Folders
OR
Add different page navigation arrow icons?
to make obvious which folder stage task your working in.

For clarification:
Are you talking about when you go to the "Upload" tab it says "Select an Album to upload images to" then it goes to another view that says "Local Albums". Are you asking for a better differentiator between these two views?
If not, could you explain again a little differently what you're suggesting, or attach a screenshot?

Yes - to differentiate between the pages -
A coloured line at the page head under the heading will
confirm and help page decision - particularly on iPhone.
