Following this open letter https://github.com/dear-github/dear-github (which I signed), Github just added support for the ISSUE_TEMPLATE.md and PULL_REQUEST_TEMPLATE.md along the already existing CONTRIBUTING.md

What do you think about making minimal template files for the Piwigo repository ? And also a more extensive list a guidelines in the CONTRIBUTING file ? We could see what other big projects do.
Of course it's not the same thing as the forum default message because the public is not the same.
