Hello/Hi/Greetings,

I forgot to create a Folder for 2019 photos, my employees just added them all into the 2018 folder.

I created a 2019 folder via FTP, then moved all pertinent photos, then synchronized. All tags are deleted for the photos that have been moved. What should I have done to prevent this? It was a total of 730 photos.

synchronize is one way.

file -> database

try instead:

[extension by plg] Write Metadata

You could also use my plugin for moving photos between physical directories which preserves all the metadata:
