This is something you will have to do using CSS. There are many tutorials for this, in general, on line. To add the CSS coding in Piwigo, you will need to activate the LocalFiles Editor plugin if you haven't already and add it to the css file. To find the names of the parts of the page you want to change, you will have to use the inspect elements feature of your browser.
