I don't know why you think you would need jpegtran or what for, it's not even mentioned at https://piwigo.org/guides/install/requirements , and you'd need pdftoppm only if you wanted PDF displayed in the gallery, a rather rare use case. Anyway, it's part of the poppler utils https://poppler.freedesktop.org/ .
However, Windows as hosting OS is not the commonest use case..
