I have been bit once recently with plugins than do not load for whatever reason, in my case wrong folder permissions.
So I modifed slightly a couple of piwigo files related to plugin loading in my local copy to detect the more obvious of these problems and now I feel better.

Now I get a log of every plugin loaded on my Firefox developer console. I also save this info on a logfile, in case I'm not debugging locally:

[2021-08-21T13:03:19+02:00] ./plugins/Incomplete Warning: main.inc.php file missing in plugin folder

and so on.

It's just a few lines of code really, but I find it useful. I will share the code if some Piwigo developer finds it useful for integrating in the distribution.
