I prepare the files in advance by removing all metadata using Xnview software. This is the only solution I know of.

You could hook exiftool into the upload similar to what [extension by plg] Exiftool Keywords does but call exiftool with -gps:all= to remove all geotag fields. All the processing of $output and $metadata can be omitted in that case.
