Unfortunately no longer works on PIWIGO 13, which means that search engines will point to the wrong url. I found this when 2nd level albums would not display.
I might be wrong, but I don't think permalinks are working. << this needs a bit of investigation.

May I ask what theme you are using? I'm using Elegant and it could be theme related rather core PIWIGO.
I did find a messy workaround using :
Redirect temp /index/ /index.php?/
Redirect temp /picture/ /picture.php?/

I was afraid you were going to mention "Elegant theme"! Now I am confused! I also tried Modus theme but same thing happens.
This was working perfectly in PIWIGO 12 (for many years), and it only fell over when moving to Version 13 and changing to PHP8.0
I have the following set in the vhost:
AcceptPathInfo On
Options +MultiViews

but I still get ... Not Found
The requested URL was not found on this server.
If you have any thoughts on what I should be trying to look at, I'll be very grateful. This has me really scratching my hat!

Try if PHP 7.4 makes a difference.

Tried it on my test machine and can verify that it does work with PIWIGO 13 and PHP 7.4
