What's causing this error in Adminstration Interface?

Check your config for $conf['enable_core_update'] = false; and $conf['enable_extensions_install] = false;

I am getting the same "update system is disabled" error message when I try to upgrade from 13.8.0 to 14.0.0. I have searched my entire site for the code mentioned in previous resolved replies but I can't find it anywhere

Then do the same.

Check your include/config_default.inc.php (or even local/config/config.inc.php if overridden there) if one or both of the mentioned config statements are false that should be true instead. If not present at all (hence defaulting to false) then your config is likely broken entirely.
(and no, I don't know how people ended up with that, the default as distributed is true).

I overcame it by doing a full manual upgrade following the steps on https://piwigo.org/guides/update/manual
