In theme smart pocket i can not upload pictures. What can i do to fix this.

are you using the Community plugin?

because if you're admin you just to go to the admin page

Yes. I installed community plugin and I set the permissions for all members. If I use another theme, (example bootstradefault) photos are loaded, instead the Smart Pocket theme can not add photos.
