Managed club websites for 20 years and multiple gallery software but Piwigo is the most counter intuitive when it comes to upload, users, settings.
It has come on a lot in recent years but incredibly difficult to set up for users to upload like Gallery Menalto) 3, Zenphoto, or other open source projects. It has to be the most difficult gallery to set up for users.
Piwigo 14.3.0 Check for upgrade

Activated plugins (all updated to latest):

Cannot get an upload link to display for a user.
The user could not see albums unless admin uploaded a photo first.
Tried settings in Community for the community album and others but nothing works.
ocj1 (the user) Community high trust, sub-albums, sub-albums creation
In the user section when I try to add permissions there there is nothing I can do.
Status= User
Manage permissions for the user "ocj1"
Other private albums
Authorised Forbidden
No changeable settings here!
Same in the groups settings - nothing there.
The only way I can get an upload link to display is the make the user status as Administrator.
Is there a guide for using this plugin showing a step by step way to get it working? It seems like chaos - no way to work it out - just going around in circles.

As stated above, I am using the Community plugin but no upload link displays unless the user is set to Administrator.
Any other lower user setting does not show an upload link.

you can also use [extension by ddtddt] Upload1menu

Thanks - found it.
I think it is very poor design though. Does not reflect the way upload photos is displayed to Admin and the 'Explore' link seems to have little/no relevance to upload photos added at the bottom of the list like an after thought.

"2. if at least one permission matches the current user, a link Upload photos is added in the menu. ".
It should be clear it is not added to the main menu but a sub-menu list under Explore.
